California, Georgia and Washington, D.C., have the strongest traffic safety laws, while Montana and Wyoming are among the weakest, according to a survey of traffic laws nationwide conducted by the Insurance Institute for Highway Safety (IIHS).


Licensing laws for young drivers. The institute examined whether states had graduated licensing laws, which phase in full driving privileges for teens. Six states -- Arizona, Hawaii, Kansas, Montana, Oklahoma and Wyoming -- have no graduated licensing laws.

Seatbelt-use laws. All states except New Hampshire require motorists to buckle up. However, there are variations on seatbelt laws from state to state. The institute found that the District of Columbia and 20 states allow police to stop motorists solely for seatbelt violations: Alabama, California, Connecticut, Delaware, Georgia, Hawaii, Illinois, Indiana, Iowa, Louisiana, Maryland, Michigan, New Jersey, New Mexico, New York, North Carolina, Oklahoma, Oregon, Texas and Washington.

Child restraint-use laws. The institute assessed laws governing child safety seats and adult seatbelt laws that apply to older children. Children under age 13 in some states -- Alabama, Indiana, Iowa, Minnesota, Mississippi and Ohio -- may not be required to wear restraints.

Motorcycle helmet-use laws. By 1980, most states had abandoned motorcycle helmet laws or severely weakened them, according to the institute. There are no helmet laws in Colorado, Illinois, Iowa and New Hampshire, and they don't apply to all riders in 27 other states.

Red-light camera enforcement. This allows police to take pictures of motorists who run red lights and send them tickets in the mail. While such programs have reduced red-light running by about 40% in some states, not all states allow police to use this program.
