Paulding
moves ahead on airport
The Paulding County Airport Authority and the county just
got a second $1 million allocation from Congress. They are scouting for
land west of Dallas. If things continue to go well, Jerry Shearin, the chairman
of the County Commission, thinks the authority and county could buy land
in 2005. "The million dollars tells us Congress is serious about
supporting us," he said. An initial $1 million allocation came earlier
this year. The county also hopes to get an additional $500,000 in
federal money in 2005. It can be used for engineering and planning.
Shearin and other county leaders hope an airport will
attract business and become an economic engine for the county, much like
Cobb County's McCollum Field. It employs 195 people and generates direct
and indirect economic impacts of $71 million annually.
Many metro Atlanta airports are squeezed for space. Shearin
said Paulding wants to avoid that by acquiring a tract of at least 500
acres. Blake Swafford, head of Paulding County's transportation
department, said it has completed environmental studies on property about
four miles west of Dallas and south of U.S. 278. The county has submitted
the proposed site to the Federal Aviation Administration for approval and
hopes to hear back early next year. The cost for a 5,000-foot runway and supporting building is
estimated to be $14 million. The federal government can pay up to 95 percent of an
airport's cost. The state and county will be responsible for the remaining
5 percent. Shearin said the county is committed to building the airport
without raising taxes. A $3 million bond referendum to build an airport in
1999 failed. Since then, the county worked to get itself included in the
national airport coverage plan, and a state Department of Transportation
study recommended that Paulding build an airport. Being included in the
national plan opened Paulding up for the federal funding.
Ed Ratigan, the manager for the state Department of
Transportation's Airport Programs, said the process is moving along well
for Paulding. "I feel very confident it will proceed and there will be an
